Park bench designed for a wheelchair user.

I saw this piece of very questionable park bench design:

It was accompanied by this diagram purporting to show that it's for the purposes of a weird kind of disabled parking:

It begs the question, why doesn't somebody in a wheelchair just park like this:

Though, it is more likely to be a surreptitious way to prevent homeless (or just very tired) people from lying down:

A simple image search for seating prevent homeless yields these results.
Doing this under the pretence of helping homeless people is wrong on so many levels.
